CANBERRA, Australia (AP) — Australia and New Zealand’s prime ministers agreed Friday that the security implications of China’s burgeoning influence must be discussed at a meeting of western Pacific leaders next week.

The neighboring countries are the wealthiest in the 18-member Pacific Islands Forum whose leaders will meet July 11-14 in the Fijian capital Suva.

Former Angolan president José Eduardo dos Santos has died in a clinic in Barcelona, Spain after an illness, the Angolan government said. He was 80 years old and died following a long illness, the government said Friday in an announcement on its Facebook page. The announcement said dos Santos, who ruled Angola for almost 40 years from 1979, was “a statesman of great historical scale who governed ... the Angolan nation through very difficult times.”

New York state is rolling out a novel strategy to screen applicants for gun permits by requiring people seeking to carry concealed handguns to hand over their social media accounts for a review of their “character and conduct.” It’s an approach applauded by many Democrats and national gun control advocacy groups as missed warning signs pile up in investigations of mass killings. But some experts have raised questions about how the law will be enforced and how it will address free speech concerns. Some of the local officials who will be tasked with reviewing the social media content also are asking whether they’ll have the resources.

Over a dozen endangered sea turtles that were rescued after suffering major injuries in the Mediterranean scuttled their way over a beach in Israel after months of medical care. The 15 loggerhead sea turtles and two green sea turtles were released back into the wild Friday after months of rehabilitation at the Sea Turtle Rescue Center in central Israel. Each had been brought to the facility run by Israel’s Nature and Parks Authority over the winter suffering from various kinds of physical trauma, likely caused by underwater explosives.

A Pennsylvania 911 operator faces involuntary manslaughter and other charges for failing to send an ambulance to the rural home of a woman who died of internal bleeding about a day later. A county detective last week filed charges against 50-year-old Leon Price, of Waynesburg, in the July 2020 death of Diania Kronk. The charges are based on Price’s failure to dispatch help without getting more assurance that Kronk would go to the hospital. A legal expert says criminal charges against dispatchers are rare. The daughter of the 54-year-old Kronk says she believes her mother would have lived if an ambulance had been sent.

A court in Moscow has sentenced a municipal council member to seven years in prison for his remarks opposing the war in Ukraine. The unprecedented sentence raises the stakes for Kremlin critics in Russia who speak out against Moscow’s invasion of its ex-Soviet neighbor. Alexei Gorinov was found guilty Friday of spreading “knowingly false information” about the Russian military. The offense carries a maximum sentence of 15 years in prison under a law the Russian parliament rubber-stamped a week after the invasion of Ukraine. A legal aid group says the 60-year-old member of Moscow’s Krasnoselsky municipal council is the first person sentenced to serve time behind bars for a conviction on that charge.

The European Central Bank has taken a look at how the continent's banks are accounting for possible losses from climate change. And it says there's a lot of room for improvement. The ECB's climate stress test released Friday said that banks must “urgently step up efforts” to get a handle on the trouble they could suffer under different climate scenarios, for instance if disasters keep borrowers from paying. Most banks had no framework at all for assessing the kinds of losses they could take on fires and floods and losses on share holding. The ECB said it's a learning exercise for now but banks will be expected to meet guidelines in future.
